The Glen at Lafayette Hill Apartments, Whitemarsh Township, Montgomery County, PA

A 145-unit garden apartment complex located at the intersection of Ridge Pike and Joshua Road. The 20± acre site was traversed by an unnamed watercourse discharging into the Spring Mill Creek. The project required a stream enclosure permit from Pennsylvania DEP in order to pipe the unnamed tributary through the project. Included in the project was wetlands disturbance, which required some wetlands mitigation. Reports were prepared by D. S. Winokur Associates justifying the design including stormwater analysis of the 120± acres upstream watershed. An NPDES permit was also required.

D.S. Winokur Associates designed the site for a 139 unit, garden, apartment complex on a 20 acre site located at the intersection of Ridge Pike and Joshua Road, bisected by Spring Mill Creek, a tributary of the Schuylkill River. D.S. Winokur Associates coordinated the project and submitted a Joint Permit Application for the Army Corps of Engineers and the Pennsylvania Department of Environmental Protection to support the use of an 718 foot reinforced twin concrete pipe stream enclosure, concrete drop inlets and associated stormwater management structures situated in and along an unnamed tributary to Spring Mill Creek.

As part of the wetlands mitigation plan, .35 acres of wetlands were created to replace those lost by construction. The wetlands were planted with fruit bearing shrubs to preserve the wildlife habitat and to provide food and cover for animals.

The design not only satisfied the requirements of the Department of Environmental Resources, it helped preserve and protect our small streams, creeks, rivers, and wildlife that they support.

Blue Bell Springs Community

D. S. Winokur Associates provided a full range of engineering services from planning, stormwater management, wetlands mitigation to highway improvements for Blue Bell Springs, a new community, developed by Latham Realty Associates, that is now under construction in Montgomery County.

After working with the local government and various State agencies, D. S. Winokur Associates obtained all the necessary approvals for the 135 unit, age-restricted community of manufactured homes. The homes will feature block skirts, vaulted ceilings, Jacuzzis, stone fireplaces, and skylights that can be customized to the homebuyer’s specifications. Homebuyers will also enjoy a fully-appointed clubhouse and 39 acres of beautiful landscaping, forested open space and scenic ponds.

The site is located in a densely populated section of Whitpain Township, immediately adjacent to Montgomery County Community College. Critical to the planning process was analysis of the potential impact of additional traffic on Route 202 from the development. As a result of the traffic study, Winokur Associates prepared complete highway plans and designed numerous improvements to Route 202 in compliance with PennDOT’s master reconstruction plan.

To prevent traffic congestion along the highway, both the northbound and southbound lanes of Route 202 were widened and shoulders were added. Winokur engineers designed a left turn lane and a deceleration lane to safely direct traffic from DeKalb Pike into the project entrance drive. As a result of the roadway widening, an existing box culvert that carries a stream beneath Route 202 had to be extended. Winokur Associates obtained the environmental clearances and permits for the culvert design.

As the consulting engineers, Winokur Associates has extensive experience coordinating numerous permits and approvals from PennDOT, the Department of Environmental Protection, the Army Corp of Engineers and the Montgomery County Conservation District.

Currently, D. S. Winokur Associates is also providing professional construction management and inspection for the contractors’ daily operations. Our resident engineer continues to work at the site during construction until the project is complete.

Our construction management services include daily checks and review of construction installations, compliance with local regulations, including review and approval of escrow releases.

Upon completion of the stormwater management and the infrastructure, the “sales center” will be constructed. The first samples of this superior community are open now.

The Glen at Shawmont

This past autumn, ground was broken for the long awaited, The Glen at Shawmont Station Apartments. These luxurious and exclusive garden apartments are nestled among steep tree covered slopes in the Roxborough section of the City of Philadelphia. The 18-acre site was once owned by inventor Thomas Shaw, who is remembered as the “Thomas Edison of Pennsylvania.”

D. S. Winokur Associates, Inc. designed the master site plan for 202 apartments, keeping a delicate balance between environmental concerns, budget limits, desired open space and engineering requirements. Ten buildings and an interior courtyard will be constructed on the 18-acre site; 6 acres of the land will be left undeveloped as open space.

Buckingham Forest, Buckingham Township, PA

Construction is now underway at the 198 unit residential development and final plans are submitted for the 145,000 square foot commercial center on a 264-acre tract located at the intersection of Routes 263 and 313. The site, that at one time was an active farm, lies in an area known as "Little Buckingham Mountain".

In 1985, Buckingham Township targeted the property as a potential site for spray irrigation to resolve effluent problems, and for expansion of a sewage treatment plant serving the village of Lahaska. Critical to the planning was preserving the mature forested areas, steep slopes and wetlands while designing the project around the 44 acres acquired by the township for spray irrigation.

The project includes wetlands mitigation in which almost 10 acres of wetland were created in conjunction with the stormwater management. This was accomplished by creating a series of basins that retarded the time of concentration and reduced the peak flow below the pre-development peaks. The project also required major highway improvements for its residential and commercial sections such as widening, left turns, a curve realignment and coordination of improvements with two other developments in the area.

Our services just didn't end with the preparation of the plans. As the consulting engineers, Winokur Associates' coordinated with all regulatory agencies reviewing the massive volumes of plans, reports and environmental studies when project was ready for final submission. We also toured the site with interested parties inspecting the property, and helped them visualize the design. We managed the construction of the stormwater management and wetlands mitigation. Upon completion of the stormwater management, Toll Brothers, Inc., who is developing the residential portion of the project, was able to start housing construction.
