Nexcom Navy Lodge, Willow Grove, PA
The Navy has broken ground on a new Navy Lodge facility at Naval Air Station, Joint Reserve Base in Willow Grove, PA. The Navy Lodge will be a two-story, 50-room, state of the art hotel providing service to the military and their families visiting this area.
D. S. Winokur Associates Inc. played a vital role in the project, as a sub-consultant to Forrester Construction from Rockville, MD, the Design/Build Contractor. Winokur provided coordinated surveying and engineering design services. The hotel’s site planning conforms to the latest anti-terrorism standards issued by the Department of Defense.
D. S. Winokur designed and prepared construction documents for the grading, drainage, parking and service utilities for the hotel. In addition to these efforts, Winokur Associates, Inc. prepared all the environmental applications for permitting process through the Pennsylvania DEP.
Civil engineering included site planning, topographic survey of existing features, removal and demolitions plan, building and paving layout plan, grading plan, utility plan and profiles, landscaping plans, soil erosion and sediment control plans, lighting plans and stormwater calculations.

EMALS TEST FACILITY, LAKEHURST, NJ
Electromagnetic Aviation Launch System
Ground was broken recently for on the Navy's Electromagnetic Aircraft Launch System (EMALS Project) at the Naval Engineering Station in Lakehurst, N.J. The Navy will use the new facility to test the new catapult system technology, test new jet fights and train sailors on the operation & maintenance of the new catapult system. It is the Navy's plan to incorporate the new electromagnetic propulsion technology into a future line of aircraft carriers. Following project completion in late 2005, the Navy has plans for up to 6000 test launches in the first year of operation, and expects to conduct testing and training there for the next 50 years.
D.S. Winokur Associates is proud to provide civil engineering design services for this new $20 million facility, with DMJM Design, the architect and the prime contractor, Hensel Phelps. As the project engineer, D.S. Winokur Associates preformed all civil engineering and site surveying for the preparation of construction documents and permitting for the EMALS Facility.
This fast track project required Winokur's survey team to prepare additional topographic survey covering the area of the proposed recharge basins, additional cross-sections for runway widening and detail architectural survey for expansion of equalization basin.

Naval Aircraft Fire Rescue Station
Winokur Associates is providing civil/site design for the construction of a new $4.76 million dollar, Combined Structural/Aircraft Fire Rescue Station at the Lakehurst Naval Air Warfare Center, New Jersey. The Fire Rescue Station will be capable of responding to structural, aircraft crash rescue, hazardous materials and medical emergencies at the Warfare Center. The new fire rescue station will be a 20,000-square foot structure with drive-through stalls and spaces to park emergency equipment. The facility will have direct access to flight taxiways.
As a consultant to the construction contractor, MCC Construction, and to the architect, Meyer Design, Winokur is contributing coordinated surveying and engineering design services to the project according to the Department of the Navy’s applicable “Civil Design Guide” and manuals.
Winokur Associates, as part of the project team is responsible for site planning, surveys, landscaping plans and roadway design. Work includes grading and design for parking lots and coordination of utility services. The firm is administrating the environmental permitting process through the State of New Jersey and Ocean County Officials.
